Frank b4f1043b1a Gitea: document rootless privileged-port sysctl fix

Rootless podman cannot bind ports below 1024 by default, so gitea-caddy
(publishes 80/443) crash-looped (13,000+ restarts). Fix: one-time sysctl
net.ipv4.ip_unprivileged_port_start=80, persisted in
/etc/sysctl.d/99-rootless-ports.conf. Applied 2026-08-18.
