Frank 2d9cecae6d frank-primary: pre-create the SSD prefix tier path ...

The engine's create is not recursive: booting with only the state dir
mounted left the SSD prefix tier off ('cannot create
/data/kvcache/frank-primary: No such file or directory'). The serve
script now mkdir -p's the full path before podman run.
