frank-primary: rad floor under the measured payload (177109 MiB)

The first deploy refused: floor 178000 > actual 177109 MiB - the plan-only
estimate (172.76 GiB) prices the data planes but not the container's
metadata tail. Floor 177000 sits just under the real payload.
