Scaffolds the per-repo config the Matt Pocock-lineage skills (triage, to-tickets, to-spec, wayfinder) assume — as three pages in the existing serverAppConfigs-docs vault (Agent section), not a parallel docs/ tree.
Issue tracker: Gitea dank/serverAppConfigs via REST; credential-safe curl (-K, mode-600), token-only writes (Basic reads but 422s — measured), label-by-numeric-ID, wayfinding without native sub-issues.
Triage labels: five canonical roles keep default strings; all five created on the tracker today (alongside the legacy human-only).
Domain docs: GLOSSARY.md + docs/adr/ stay lazy; vault stays the owner of operational facts (one fact, one owner).
AGENTS.md gains the ## Agent skills pointer block; both indices regenerated with scripts/gen-vault-index.py.
