Frank e452aa42c8 test(open-webui): match the OAUTH_SCOPES quoting fix ...

systemd splits unquoted Environment= values on whitespace, so the
quadlet quotes OAUTH_SCOPES to keep all four scopes; update the bats
assertion to expect the quoted form (it was checking the old
unquoted line and failing).
