Frank 01fedb0081 frank-primary.env: quote the space-separated LEGACY_CONTAINERS list 
Unquoted value + set -a sourcing parses 'qwen-fp8' as a command ->
ExecStart exit 127 -> unit restart loop (caught on the first deploy).
The deployer's wait_for_health was killed and will re-run on the fresh
deploy.
