frank-dragoon: promote the A/B verification harness into the repo

The three artifacts that produced the native-vs-swift15 verdict, so the next
payload swap starts from instruments instead of ad-hoc scripts:

  census-frank-dragoon.sh — the engine's own checkpoint tools (verify/ppl/niah)
over BOTH payloads under one knob set; the pool stays 524288 deliberately
because the ppl pass scores 297,053 ids as two 262,144-token sequences.
battery-frank-dragoon.py — behavior battery against the live service: refusal
census, thinking-token census, tool-call turns, the red-PNG vision probe,
    needle-in-haystack, decode/prefill/prompt-cache rates; discards the
post-boot warmup request and records the engine's 400 body (which names the
exact token overage) instead of dying on it.
trial-frank-dragoon.sh — the guarded candidate window: fetch gate, verify,
    stop+mask, census, boot through a transient FRANK_DRAGOON_ENV_FILE drop-in,
    battery, trap-guarded restore.

#!/usr/bin/env python3
"""battery.py — the same behavioral + throughput battery against whichever
frank-dragoon boot is live, so the two boots are compared on identical traffic.
python3 battery.py <tag> [all|tail]
Writes /tmp/halogen-eval/battery-<tag>.jsonl (one probe per line) and a
human summary on stderr. Run it once per boot: swift15 (baseline), v2abl
(candidate). `tail` re-runs only the long-context + throughput probes.
Token arithmetic that shapes the probes (measured on this engine): wikitext
bills ~4.33 characters per token, so the haystacks are sized in CHARACTERS
against a token budget — a prompt over HALOGEN_CTX is refused with a 400 that
names the token count, and the harness's chars/4 estimate would overrun.

#!/usr/bin/env bash
# census.sh — the engine's own checkpoint tools against both frank-dragoon
# payloads, under ONE knob set, so every number is comparable.
#
# verify is the downloaded file what it says it is (no GPU, no model load)
# ppl perplexity + KL/top-1 against a reference dump of the CURRENT
# checkpoint on the wikitext-2 raw test split — the answer to "is
# the stock peonist n-gram table good enough for this native
# conversion?" A table mismatched to the checkpoint corrupts the
# forward pass, and perplexity is the cheapest instrument that
# sees that (card reference points: r2 base 3.134, swift15 3.229).
# niah retrieval by depth — the other thing a wrong lookup table breaks.
#
# ppl/niah LOAD THE MODEL: the service must be stopped (fleet benchmarking
# law). Stage arg: verify | ref | cand | niah-cur | niah-new | all.
#
# The pool stays 524288 — the OUTGOING server's value at census time — on
# purpose: the ppl pass scores 297,053 ids as TWO 262,144-token sequences,
# which only fits a 524,288-position pool. Pool size buys capacity, never
# numerics, so the dump and the comparison stay reproducible even though the
# deployed knob has since dropped to 262144.
