frank-primary: retire the FP8 fetch path with the vLLM 0.30 wiring

download-frank-primary-fp8.sh + the fp8 manifest fetched the vLLM 0.30
payload that never deployed; the R9V cutover's payload is the R9V setup
flow's (packages + PLE, state-gated). Scripts move to old/ per policy.
